HONG KONG, 25th March, 1927.

re Chang Hing Foe, alias James Chang,

In continuation of my letter NO. 535 of

yesterday,. I have the honour to inform you that Mr.

Chang was staying in the Pong Ho Hotel, room No.66,

near the Wing On Company.

He asked me never to communicate with him

there, as spies from the K.P.I. (Party Kommunist Indonesia) Canton were everywhere. I complied with his request and as he came fairly regularly to the Consulate in the few days he reported to me, there was no necessity to send a messenger to him. Now the

aspect of the case is different, as he may have been killed or poisoned.

You will see that his postcard gave the name of one Lim Soe Oen. He is the president of the K.P.I. in Canton and an extremist trying to cause

revolts, etc., in Netherland India. He is a Colonel

at Whampoa in connection with the education of communists

for the Netherland East Indies, may be the Straits Settlements and the Federated Malay States. The pupils are either Chinese or Malay/Javanese, as far as I can find out. Besides Lim Su Oen is a director or partner of the firm of Long Tong Kongsie, No.1 Praya West, a firm which is also ill reputed with the Authorities here. The firm has offices in Canton and Tegal, island of Java.
